October 2023 Minutes

MINUTES of a Parish Council meeting held at The Village Hall, West Street, Brant Broughton on 

12th October 2023

 

Present: Cllr J Salmon (JS) (in the Chair),  P. Dunning (PD); A. Early (AE); K. Salmon (KS); 

 S. Swain (SS) and D/Cllr L Hagues.  There were 4 members of the public present.  

 

Item 12 of the Agenda was moved forward as a member of the public had an interest in that item.  The PFA is preparing a wildlife area and the Cricket Club (who do not require their £200 grant) wishes to give their grant funding to the PFA towards that project.  It was agreed unanimously that this would be done. The member of the public recalled that the Show Committee had accepted ongoing responsibility for the conifer planted in the Rectory Field. The PC pointed out that it had now taken responsibility for the tree as the Show Committee no longer exists.  

D/Cllr Hague’s newsletter had been circulated but she reminded us that there is funding available for energy saving projects.

23/42: Apologies – Cllrs George and Thornburn.    

23/43: There were no declarations of interest.

23/44: Minutes of the meeting held on 31st August were read , approved and signed.

23/45: Noticeboards – KS has refurbished both noticeboards on High Street, BB.  As soon as the weather improves again, he will refurbish the Stragglethorpe noticeboard.

23/46: Information boards – It was resolved to accept Allen Signs quote of £2,068.80 incl VAT which includes provision, installation and artwork.  No other quotes had been forthcoming.  JS will check that Stragglethorpe Church is in agreement with one board going there.  It was agreed that requests for information and photographs for the boards would go on Facebook and NextDoor.  Various ideas were put forward for information for each board.  KS and SS will continue to take this matter forward.

23/47: Highways – The issue raised regarding hawthorns on the verge near 114 High Street has been reported on Fix My Street.  They are taking instructions from an arborologist – clerk to chase.  Copy of a letter from a resident to C/Cllr M Overton had been handed to us, relating to concerns at the A17/High Street junction.

23/48: Planning

       23/0676 – Solar panels at Broughton House College – no objections.

       23/0754 – Conversion and extensions at 112 High Street, BB – approved.

       23/0836 – Works at 68 High Street, BB – approved.

       23/0939 – Tree works at 2 Church Walk – approved.

       23/0978 – Extension and garage at Harts Close, Welbourn Road – no objections.

       23/1011 – Tree works at 60 High Street, BB – pending consideration.

       23/1047 – Retrospective application for pergola at Generous Briton – pending consideration.

       23/1057 – Replacement windows and doors at 19 High Street, BB – pending consideration.

       23/1065 – Replacement render at Brant House, Stragglethorpe – pending consideration.

       23/1120 – Extensions and alterations at 126 High Street, BB – no objections.

       23/1126 – Tree works at 21 West Street, BB - no objections.

 

23/49:   Finance:  

              Resolved to sign the bank reconciliation/income/expenditure sheets at 

              31.8.23 and 30.9.23.  Bank balance at 30.9.23 is £25,468.33.  

              The Christmas tree has been chosen and will be delivered end November.

 

23/50:  Cluster meeting – this meeting was about the Fosse Green solar farm.  They are 

  asking for opinions to be put forward.  All the farmers involved have agreed to lease 

              their land.  If planning approved by 2025 it should be built by 2027

              The size of this project means that planning will be decided at Government level.  

              Next Cluster meeting is on 27th  November and AE will attend.

 

23/51: Police Engagement Session: Councillors are not available to attend this Teams meeting on 7th December.

 

23/52: Christmas tree lights/electrics: Cllr Thornburn (PT) had given the Clerk various ideas for lights for the Rectory Field tree.  PD will speak with PT and report to next PC meeting.  A cherry picker will not work due to the distance from the road and the rough ground, so ladders will be required.

Note – some trees in Rectory Field need attention – SS will organise.

 

23/53: Grants – KS, MG and Clerk will meet on 19th October at 10 am to discuss the 4 applications.

 

23/54: Next meeting – 23rd November 2023.
