MINUTES of a Parish Council meeting held at The Village Hall, West Street, Brant Broughton on 

6th July  2023

 

Present: Cllr M George (MG) (in the Chair), Cllrs. P. Dunning (PD), A. Early (AE);                            J. Salmon (JS);  K. Salmon (KS) and P. Thornburn (PT).  Dist Cllr L Hagues attended and there were no members of the public present.

The Chair proposed and it was unanimously agreed, that a letter be sent to a villager who had recently received an MBE, congratulating her and thanking her for the work she does for the village.  Clerk reported that the PFA had made arrangements for some activities during the school holidays.   AE asked whether we could host a Cluster Meeting – she will check Village Hall availability before a decision is made.

KS reported that Dennis Major is in touch with the Charity Commission and the Relief in Need Charity is to be re-registered and the MoD are to be contacted.

Cllr Hagues had nothing to report.

23/19: Apologies – Cllr S. Swain.  

23/20: There were no declarations of interest.

23/21: Minutes of the meeting held on 25th May had been slightly amended (as requested by Cllr Thorburn)  and were read , approved and signed.

23/22: Noticeboards – this is a work in progress.

23/23: Information boards – information still awaited from Cllr Swain.

23/24: Highways – Head of Highways had re-visited the question of village gates for Brant Broughton and his previous decision, that the verges are not suitable for village gates as they are not wide enough, still stands.

The Archer Survey carried out on High Street states that the statistics are not satisfactory for us to warrant any traffic calming measures.  However the average speed at the south side of the village shows 52% of traffic exceeding the speed limit which is a high level.  Clerk to question whether we could have a Police mobile van with a camera occasionally and to ask, if 52% is not high enough to warrant assistance, then what percentage is?  Stragglethorpe also has a speeding problem and Clerk to ask for an Archer survey there too.  Clerk to attach Survey results to Minutes and scan over to PT.

23/25: Planning

23/0593 – Tree works at 120 High Street, BB – approved.

23/0622 – Tree works at 2 Swans Lane – approved.

23/0573-   LBC for works at Quaker House – pending consideration.

23/0664– Change of use of shop to hairdressers – 69 High Street – pending consideration.

 

23/26: Policy for Donations to Charities:

             Update to Grants Policy resolved as follows (agreed by 5 and 1 abstention):

The following are not eligible:

Support for individuals, private business projects, or charities unless the Charity is 

              linked to a village organisation.

             Projects that are the prime statutory responsibility of other government bodies.

             Projects that simply replace existing facilities with no significant improvement.

Projects that improve or benefit privately owned land or property.

 

23/27:   Finance:  

              Resolved to sign the bank reconciliation/income/expenditure sheets at 

               31.5.23 and 30.6.23.   Bank balance at 30.6.23  is £30,808.65.

               

              Payments since 31.5.23:  £41.88 – noticeboard refurbishment; £50 – Internal 

              auditor;  £16.66 – one-third share of LALC website maintenance; £874.39 – salary and 

              expenses.

 

 Resolved to pay CHT annual maintenance invoice at £135 + VAT.
