December 2022 Minutes

Minutes of a Parish Council meeting held at The Village Hall, West Street, Brant Broughton on 

8th December 2022.

 

A closed session had been held prior to this meeting, to discuss employment matters.

 

Present: Cllr M George (MG) (in the Chair), Cllrs. J. Salmon (JS) and K. Salmon (KS), S. Swain (SS); and P. Thornburn (PT). There was 1  member of the public present.

The member of the public did not wish to raise any issue.

22/65: Apologies – Cllrs Dunning and Early also Dist Cllr Green.

22/66: Minutes of the meeting held on 27th October had  been read, were approved, and it was unanimously resolved that they be signed.  

22/67: Christmas tree – This is now in place and looks superb.  Thanks were offered to all who were involved in the selection and setting up of it.

22/68: Stragglethorpe straw debris: The roadsides are a mess with wet straw. MG had been in touch with SKDC planning department who confirmed that the lorries are supposed to be netted.  She is waiting to hear further from them.

22/69: School Safety Zone – cars are still parking on the zigzags; the staff are aware but do not appear to be doing muchabout it.  It was agreed that the new Head will be approached about it in January. 

22/70: Dog faeces: there is an improvement.  The new bins are in place and being used. Not much more that we can do now.

22/71: Noticeboard for Stragglethorpe – KS will look at the existing noticeboard and offer advice at the next meeting.

22/72: Information boards – KS and SS are gathering information to put to the planning department regarding locations.

22/73: Litter bins:  these are now in place – thanks to KS and SS.

22/74: Planning:

22/1118 – conversion at 106B High Street -approved.

22/1271 – LBC replacement windows at The School House, BB – approved.

22/1293 – extensions at 99 High Street – approved.

22/1572 – reserved matters for land north of Vineyard Cottage, Stragglethorpe – pending consideration.

22/1573 – extensions at Sandbeck Lodge, Stragglethorpe – pending consideration.

22/1586 – tree works at 110 High Street – pending consideration.

22/1593 – tree works at 18 Church Lane, BB – pending consideration.

22/1679 – 114 High Street, BB – insulation and rendering – pending consideration

 

22/75:   Finance:  

               Resolved to sign the bank reconciliation/income/expenditure sheets at 

               31.10.22 and 30.11.22.   Bank balance at 30.11.22 = £21,960.32  

 

Payments since last meeting:  Salary and expenses £706.02; VH hire £15; 

Dog bins and noticeboard £710.02; CHT tree maintenance £800; Internal audit £70;

Grass cutting £629; Renewal of McAfee £89.99; PFA grant £1036.95.

 

Precept – Clerk had provided an update budget calculation spreadsheet.  This included the agreed grant for 2023-2024.   It was agreed to re-allocate £700 of the PFA grants into next year. 

It was resolved unanimously to agree a precept of £19,303.

It was further agreed that the cost of the noticeboard and litter bins would be taken out of the CIL monies.

 

There was some discussion regarding possible funding for new fencing at the Church in Stragglethorpe – to be followed up at some point.
