Brant Broughton and Stragglethorpe Parish Council 

Minutes of Parish Council meeting held at The Village Hall, West Street, Brant Broughton  on 

12th May 2022.

 

Present: Cllr M George (MG) (in the Chair), Cllrs J. Salmon (JS) and K. Salmon (KS).  There was one member of the public present.

22/19: Declarations of interest:  There were none.

22/20: Public time: An update on the Committee meeting at SKDC for planning application 21/1550 was requested.  The PC had previously agreed its objections and these were online. Only one PC was allowed to speak and Leadenham was given the opportunity but in the event, they didn’t turn up.  JS spoke as an objector and was allowed up to 3 minutes.  She said that the application did not match the Local Plan and would blight the lives of objectors. Three Councillors said that we should expect this sort of application as we are an agricultural county and it is in a rural setting.  Approval was recommended as the application met current guidelines. The Planning Officer agreed there would be odour and additional traffic. Voted 9 for and 2 against.

22/21: Apologies – Cllrs Cain, Dunning, Swain, Thornton and Dist Cllr M Green.

22/22: Minutes of the meeting held on 7th April had been read, were approved, and it was unanimously resolved that they be signed.  

22/23: Trees and Rectory Field  – The outcome of our planning application to pollard the ash tree is awaited.

Cherry trees – The plaques had been ordered and were installed.

PT advised that he had made enquiries of having metal guards made but due to cost of steel and the fact we only needed two, this was unviable so it was resolved to go ahead with the quote from Designer Metal.  

Benches – the two benches in Rectory Field are in a poor state and it was agreed they need replacing.  Clerk to get pictures and costs of wooden benches, metal benches and recyclable plastic benches.

22/24:  Bus shelter:  Noticeboard – KS had found some reasonably priced watertight noticeboards and will circulate information.

 

22/25: Planning:

       21/1550 – 6 poultry houses at Leadenham –approved.

       22/0115 – 68 High Street, BB – various works – approved.

       22/0135 – 3 High Street, BB – rear extension and front porch – approved.

       22/0198 – Guildford House, West Street – various additions – pending consideration.

                         

22/26: Queens Platinum Jubilee (QPJ): the last leaflets will be delivered on 13th May.  SS to check that Stragglethorpe were aware of mugs for children.  Suggested that extra mugs were purchased in case there were any children who missed out.

22/27:   Finance:  

              [a] Resolved to sign the bank reconciliation/income/expenditure sheets at 

                  31.3.22 and 30.4.22         Bank balance at 30.4.22 £34,879.81.  

              [b] Resolved to pay insurance renewal at £285.31 and Internal Auditor at £30.

              [c] Resolved to sign AGAR Certificate of Exemption.

              [d] Resolved to sign AGAR Annual Governance Statement.

              [e] Resolved to sign AGAR Accounting Statement.

              Payments since last meeting:  Salary and expenses £369.77;   Computer repair £40;  

              APM food and drink £59.02; Village Hall hire £15; Tree plaques £54.
