October 2022 Minutes

Notes of a Parish Council meeting held at The Village Hall, West Street, Brant Broughton on 

27th October 2022.

 

Present: Cllr M George (MG) (in the Chair), Cllrs P Dunning (PD), J. Salmon (JS) and K. Salmon (KS), and S. Swain (SS); also  Dist Cllr M Green. There were 4 members of the public present.

22/51: It was resolved to co-opt Anne Early – Chair welcomed her and she duly signed her Declaration of Acceptance of Office.   All Councillors handed the Clerk their updated Disclosable Pecuniary Interests forms and acknowledgement of a copy of the Code of Conduct.

22/52: Declarations of interest:  There were none.

22/53: Public time: No members of the pubic wished to speak.  

Dist Cllr Mary Green the consultation on the potential new reservoir was open until 21.12.22.  Ancaster is the nearest point where Avian Flu is present although it is now nationwide.  There has been a planning application at Bassingham for an entry level exception site for 25 dwellings – this is a site where there is empty land abutting a settlement.

22/54: Apologies – Cllr Thornburn.

22/55 : Minutes of the meeting held on 4th August had  been read, were approved, and it was unanimously resolved that they be signed.  

22/56: Trees and Rectory Field – the pollarding of the tree on the village green has been completed.

Benches – both benches are now in place – thanks to those who put them together and sited them.

Cllr K and J Salmon have visited Syston Farm Park and chosen a 16’ Christmas tree.  Delivery will be around 25th November in time for the pantomime.  Invoice to follow.

22/57: Stragglethorpe straw debris: Straw is now being stored on the airfield and lorries are going through Stragglethorpe scattering straw all over the road and footpaths. This was reported on Fix My Street many weeks ago but has only now been dealt with, when its rained.  It is suggested that the original planning approvals said that the roads should be cleaned twice a week.  Chair will follow up with SKDC.

22/58: School Safety Zone:  Cars are parking on the zigzags at times not permitted.  Cllr Swain has spoken to the Head Teacher before, but the problem has not been resolved.  The Chair will follow this up.

22/59: Dog faeces: the problem on Green Lane appears to be worse and Swans Lane has an intermittent problem.  Cllrs Swain, Early and Dunning will monitor.

 

22/60: Litter bins:  these have now been delivered and will be sited in the next week or so. Thanks to Cllrs K Salmon and S Swain.

22/61:  Bus shelter:  Noticeboard has been installed – it is a lockable noticeboard and a note will be put in it stating who needs to be contacted for anyone wishing to post something in there.

 

22/62: Planning:

22/0968 – tree works at 6 Maltkiln Lane – approved.

22/1032 - Brant House Farm Stragglethorpe – new agricultural store and access track – prior approval refused.

22/1118 – conversion at 106B High Street -pending consideration.

22/1173 – Tree works at Willow House – approved.

22/1271 – LBC replacement windows at The School House, BB – pending consideration.

22/1293 – extensions at 99 High Street – pending consideration.

22/1326 – tree works at 3 Church Walk – approved.

 

22/63:   Finance:  

               Resolved to sign the bank reconciliation/income/expenditure sheets at 

               31.8.22 and 30.9.22.   Bank balance at 30.9.22   £26,317.30.  

 

Payments since last meeting:  Salary and expenses £1067.02; VH hire £15; 

              Benches – installation and purchase £1500.94; CHT annual defib maintenance £162; 

              Bank charge £18; Baby and Toddlers Grant £136.50.

 

The spring litter pick has taken place – The Pre-School did a great job and will be paid £300.

Suggested projects: a new metal noticeboard for Stragglethorpe (precept).  Information Boards – this will come from our reserves and Cllrs K Salmon and Swain will take forward.  Agreed we should precept £500 towards a Coronation event.  Noted that we have £2000 in reserve for the elections in May which should be sufficient.

Grant applications will be discussed by Cllrs K Salmon and M George, and Clerk and reported back to PC at 8th December meeting.

 

Note: There is a Cluster meeting on 5th December where the guest speaker is Head of Waste at NK – Cllr Swain will attend.

Agreed that future meetings will start at 7 pm.
