MINUTES of a Brant Broughton & Stragglethorpe Parish Council meeting held at The Jubilee Hall, West Street, Brant Broughton on 11th July 2024 at 7 pm
Present: Cllr M George (MG) (in the Chair), Cllrs P. Dunning (PD), A. Early (AE); J. Salmon (JS); and K. Salmon (KS); (PT) - Dist Cllr L Hagues and two members of the public were also present.
Public Forum: A member of the public asked for clarification that the Poultry Houses condition variation application [24/0718] only related to the addition of solar panels – the Council confirmed that that was their understanding of the application. Another member of the public had attended a meeting of the Fosse Green Campaign Group and said the meeting was very well planned. Thorpe on the Hill website has all the information and it was agreed that our Clerk should put the link into these Minutes.

Cllr Hagues confirmed that she had sent out her Newsletter and we confirmed receipt and circulation. Her husband is Chair of NKDC and is supporting the Lincs Rural Support Network charity - they are hosting a coffee morning at home at a cost of £6 per head – a poster with full details will be sent out.
The meeting then commenced at 7.20 pm
24/28: Apologies –Cty Cllr M Overton and Cllrs S Swain and P Thornburn. It was resolved to accept their reasons for absence.
24/29: There were no declarations of interest.
24/30: Minutes of the meetings held on 11th May 2024 were read, approved and signed.
24/31: Information Boards – Two of three of the Boards’ information is almost complete. Chair will send an email thanking the photographer for his work on this project.
24/32: D-Day celebrations – the two Silhouettes are in place at Rectory Field and thanks were given to Cllr K Salmon for installing them. They look very good.
24/33: Highways – New 30 mph signs are now in situ. Clerk to ask Cranwell PC if they can give information on how to download SID data.
24/34: Rectory Field – discussion took place as to whether to mow the whole field or just paths through it. It was resolved that the whole field should be cut, mowing over the molehills. Clerk to report to contractor that this is the decision made.
24/35: Emergency Plan – a meeting was due to be held and we are waiting to hear who is in the Group. Cllr Swain has spoken with the Clerk to Bassingham who had said there are only two other parishes interested so the venture is a non-starter. Clerk to Bassingham will put together what has happened so far and forward to Cllr Swain. It may be that Carlton are interested.
24/36: Planning
23/0887 – New dwelling at Guildford Yard, West Street – pending consideration.
24/0199 – Vary condition re roof height 5 Lincoln Road – pending consideration.
24/0304 – Replacement of roof at 23 High Street, BB – approved.
24/0433 – Midvil House, Meeting House Lane, extensions and new gate – pending consideration.
24/0457 – Tree works at Broughton House – approved.
24/0498 – Tree works at 2 Swans Lane – approved.
24/0609 – Change of use of storage above garage to granny flat at 35 High Street – pending consideration.
24/0665 – Tree works at 32 High Street – no objections.
24/0718 – Condition variation poultry houses at Leadenham Poultry Unit – no objections.

24/37: Role of PC with Church - Cllr J Salmon had spoken with the PCC secretary and church warden and neither had any knowledge of any role with the Parish Council. The C of E rules say that anybody of any faith can be buried, so long as they are a parishioner. There is a churchyard committee who meet very occasionally and they are there for maintenance issues. They would like a PC representative on that committee and Cllr Dunning was appointed.
24/38: Cluster meeting - Cllrs Early and Swain had attended the latest meeting and the speaker was from the Air Ambulance and explained why funding was required. We are to host the Cluster Meeting on 5th September which will start at 7 pm. Agreed that all Councillors should attend and Cllr George will Chair. Set up will commence at 6.30 pm. Minutes
of the meeting should be circulated.
24/39: Village Show - A new committee has been set up and a meeting is to take place to change the constitution so that if the event is dissolved, the Parish Council will hold any funds remaining, until a new Committee resurrects the Show. We are trying to establish
where all the Trophies are, subsequent to a request by a parishioner.
24/40: Finance:
(a) It was resolved to accept the bank reconciliations at 31.5.24 and 30.6.24 – balance at 30.6.24 is £23,271.60
(b) Invoice from CHT for one year’s maintenance – approved.
(c) The Playing Field wheelie bin is often overflowing and a new bin has been suggested. NKDC has confirmed they will empty it, and it was resolved to purchase WPD/3 bin from Wybone at £77.99.
