Brant Broughton and Stragglethorpe Parish Council 

Minutes of Parish Council meeting held at The Village Hall, West Street, Brant Broughton  on Thursday 13th January 2022 at 7.30 pm.

Present: Cllr M George (MG) (in the Chair), K. Cain (KC), P. Dunning (PD), J. Salmon (JS), K. Salmon (KS),  S. Swain (SS) and Cty Cllr M Overton (who arrived at 8.20). There were five members of the public present.

21/100: Declarations of interest:  There were none.

21/101: Public time: Three newcomers to the village had not received welcome packs – Clerk to inform Cllr Thornburn.  

QPJ – this will be advertised again shortly to try and get more people behind the events – FB, Village Messenger and possibly leaflets.  If there is more interest, then a further meeting will take place in February.  The PCC had not received any notification of meetings.  

A query was raised as to the timing of notifications of outcome of grant applications.

21/102: Apologies – Dist Cllrs M Green and R Eckert and Cllr P Thornburn.

21/103: Minutes of the meetings held on 25th November and 9th December had been read, were approved, and it was unanimously resolved that they be signed.  

21/104: Highways –Wheelie bin stickers were given to councillors for distribution on High Street, BB, and Stragglethorpe.

21/105: Flooding: Cllr Overton advised that she is still following this up but has not got any answers as yet.

21/106: Village e-mail circulation: The flier was agreed and Councillors will organise distribution.  

21/107: Trees – trees that had been purchased, and donated, had all been planted in Rectory Field, Stragglethorpe Church, and BB Village Green.  Plaques could be attached to the metal tree guards – consider wording for plaques for next meeting (Hope for the Future).  Cllr Swain will get cost of metal protectors.  Chair will organise for a photograph to go in the Village Messenger with an explanation of the reason for planting.  There are a number of large molehills on Rectory Field – Chair to make enquiries as to getting rid of them humanely.

21/108: Bus shelter:  defibrillator has been checked and is working okay.  Agreed an external unlocked noticeboard would be beneficial for the back of the shelter – Cllr Swain to get prices for the next meeting.

21/109: Planning: 

21/1448 – newbuild on land adjacent to 4 Coldrons Way – approved. 

21/1550 – 6 poultry houses at Leadenham – 271 objections on NK website and possibility changes will be made and a new consultation take place.

21/1650 – side & rear extensions at 99 High Street, BB – approved.

21/1873 – 14 Church Lane, BB – fell mixed scrub – pending consideration.

21/110: Queens Platinum Jubilee (QPJ: see Minute 21/101.

21/111:  Cluster meeting – Cllr Cain will attend this on 28th February – 7 pm at Witham St Hughs Community Hall.

21/112:  Finance: Resolved to sign the bank reconciliation/income/expenditure sheets at 30.11.21 and 31.12.21.    Bank balance at 31.12.21    = £22,557.70.   

Payments since last meeting:  Salary and expenses £1,046.48; BB PFA grant £225.50;

Computer hard drive upgrade £149.99; Christmas tree £192.

21/113: Cllr Overton arrived and reported that LCC highways has had Government funding cut and there is a campaign to get it back (she urged us to write to our MP for the purpose).  A 25% cut is a real possibility.  The LCC budget is out for consultation.  Cllr Overton requested that we submit notes of inefficiency re highways when we see evidence of it.

21/114:  Next meeting – 24th February 2022.
