Brant Broughton and Stragglethorpe Parish Council
Minutes of Parish Council meeting held at The Village Hall, West Street, Brant Broughton on Thursday 26th August at 7.30 pm.
Present: Cllr M George (MG) (in the Chair), K. Cain (KC), P. Dunning (PD), J. Salmon (JS), K. Salmon (KS), and P. Thornburn (PT) also Dist Cllrs R Eckert and Mary Green, and Cty Cllr M Overton. There was one member of the public present.
21/50: Declarations of interest: There were none.
21/51: Public time: Dist Cllrs – advised that our Covid rate is 400 in 1000 which is above the average of 300 in 1000. The vaccination focus is now on 18-29 year olds. The digital hub requires volunteers for 1.5 hours per week each.
Cllr Overton advised that a nuclear plant is to be built on the east coast. There is talk of a unitary council but this does reduce local democracy. There are 30 Afghan refugee families coming, to date. With regard to the Local Plan the cap on number of houses may go and, as a middle village, we could have applications for up to 10 houses – there is lobbying for no more than an increase over all of 10%. Very large turbines could be allowed and some could come to within 2 kilometres of Brant Broughton – near Carlton le Moorland. Turbines of up to 40 metres could be anywhere. Highways repairs are on schedule and we should have all ours done by Christmas.
The member of the public questioned declarations of interest of a councillor and also why he hadn’t been invited to the QPJ meeting on 7th September.
21/52: 4 Coldrons Way – pre-panning consultation. The member of the public asked why he had not been consulted on this and the Chair explained that as this was a pre-planning consultation, only immediate neighbours and the PC have to be consulted. There is local support for the project but the PC does object to extra housing as we are already over our quota. A motion was passed stating that the PC was not opposed to this project moving forward and 4 councillors were for there being no objection to moving it forward, and 2 were against.
21/53: Apologies – Cllr Swain.
21/54: Minutes of the meeting held on 8th July had been read and approved, and it was unanimously resolved that they be signed.
21/55: Highways –see 21/51. Various potholes have been marked. Clerk to write to Rowan Smith regarding overgrown vegetation on the footpath outside the playing field.
21/56: West Street/Robinson Place ginnell: the fence that is falling down has been propped up but on the footpath side. Clerk to write to the property owners and ask that they move the props to within their property and ask what their proposals are for securing the fence.
21/57: Rectory Field – gate repair has been completed.
21/58: Trees – 3 larger cherry trees and 1 smaller to be purchased. Diarise for end October.
21/59: Phone Box: Defibrillator delivery has been postponed to end September to enable working party to finish refurbishment of the phone box.
21/60: Bus shelter: work in progress.
21/61: Planning:
21/0880 – alterations and new garage/stables at 106A High Street – approved.
21/0915 – 47 High Street – conversion of outbuildings for garden room and gym – pending consideration.
21/1003 – tree works at 32 High Street approved

21/62: Queens Platinum Jubilee (QPJ) : Cllr Swain will attend this meeting which is to be held at the Village Hall at 7 pm on 7th September.
21/63: Litter pick – applications had been received from 3 organisations. Council agreed that the litter pick this autumn should be done by Baby and Toddlers, Spring 2022 should be done by the pre-school and Autumn 2022 by the PFA. Next advert to go out in January 2023 for the spring and autumn 2023 litter picks. Clerk to ensure that the appointed organisations receive the list of areas to be covered and a note about collection of bags.
21/64: Finance: Resolved to sign the bank reconciliation/income/expenditure sheets at 31.7.21. The bank balance at 31.7.21 is 29,806.13.
Payments since last meeting: Salary and expenses 346.04; PD Langford/Guide Dogs £50; Village Hall £15; Bank charge £18; Phone box and bus shelter costs £84.39; BB PFA grant £690.
A thank you letter had been received from Guide Dogs and Pete Langford.
21/65: Agreed that a hog roast could take place on the village green on 16th October. Clerk to ask the PFA if they would like a clothing bank and if not, ask the VHC.
21/66: Next meeting – 14th October 2021.
