Brant Broughton and Stragglethorpe Parish Council
Minutes of Parish Council meeting held at The Village Hall, West Street, Brant Broughton on Thursday 27th May at 7.30 pm.
Present: Cllr M George (MG) (in the Chair), Cllrs K. Cain (KC), P. Dunning (PD), J. Salmon (JS), K. Salmon (KS), and P. Thornburn (PT) also Dist Cllr M Green. There was one member of the public present.
21/20: Declarations of interest: There were none.
21/21: Public time: The member of the public had no comment. Cllr Green said that Covid lateral flow tests are still available at Sleaford. Metheringham Waste Centre require an apprentice as a mechanic for their vehicles. Fly tipping is an issue and the Police are delving into waste to find culprits.
21/22: Apologies – Cllr Swain.
21/23: Minutes of the meeting held on 15th April had been read, approved, and it was unanimously resolved that they be signed.
21/24: Highways –There are still numerous potholes – some have been filled but are already opening up again. The one at Church Walk/Church Lane is so deep it has a brick in it that can’t be seen. Mill Lane still a problem and it is affecting the garage business now as the road is so bad. How is it decided where the new JCB Probe is used - Karen Cassar at LCC. Flooding at Stragglethorpe covers more than half the road – this is a Police matter.
21/25: Rectory Field – the fence has been repaired but there is movement in the post which is making the gate difficult to close. PT will sort this out.
21/26: Planning -
21/0065 – new windows at 71 High Street – approved.
21/0432 – replacement doors and windows at The Stables, Stragglethorpe – approved.
21/0451 and 0493 – tree works at 7 Guildford Lane – approved.
21/0548 – tree work sat 120 High Street – approved.
21/0476 – 5 Lincoln Road – annexe – despite the fact that the additional building is not attached to the property, because it is within the boundaries and occupied by a family member, it is classed as an annexe. The height of the roof is not in keeping with the vernacular. Building Control must check footings are acceptable along with the rest of the build. MG will speak with Robert Cook at NK and then draft a response.
21/27: Phone Box: The working party met on Monday night and will have regular meetings on Thursday nights. Work should hopefully start soon. It was agreed they could also clean up the bus shelter – take moss off the roof, rub down shelter and re-varnish.
21/28: Trees - Discussion took place and it was agreed that a small cherry tree with pink blossom should be put in at Stragglethorpe Church, three larger cherry trees with pink blossom should be planted as to one in Rectory Field, and two on the Village Green on the side where the Christmas Tree is placed. Will need to be planted in the Autumn. Clerk to contact Pearson’s Nurseries.
21/29: Path at Old Rectory: an email from a parishioner was discussed and it was unanimously agreed that anything that might require weed killing along this path, should not be grown as it was too dangerous for dogs, children etc. Clerk to write to sender accordingly. It was agreed that the Clerk should ask the contractor who cuts the grass, to strim/tidy up the path generally.
21/30: Community Project by the School – Clerk advised that she had received letters from the children in years 3 and 4. After discussion the following ideas were made and Clerk to advise the school accordingly: [a] When the Old Rectory path has been tidied up, plant bulbs and possibly plant bulbs around the trees in Rectory Field. [b] Paint the benches in Rectory Field. [c] Paint the benches next to the bus shelter and plant bulbs around them.
21/31: Finance: Resolved to sign the bank reconciliation/income/expenditure sheets at 30.4.21. The bank balance at 30.4. 21 is £32,472.74.
Payments since last meeting: Salaries and expenses £346.24. Internal Auditor £50. Bank charge £18. Grants – PFA £285, Brownies £102, Village Hall £482.
21/32: Annual Parish Meeting – agreed that this will again be deferred, to 2022. Agenda for September meeting regarding a possible change in format.
21/33: Next meeting – 8th July 2021.
