Brant Broughton and Stragglethorpe Parish Council
Minutes of Parish Council meeting held at The Village Hall, West Street, Brant Broughton on Thursday 14th October 2021 at 7.30 pm.
Present: Cllr M George (MG) (in the Chair), K. Cain (KC), P. Dunning (PD), J. Salmon (JS), K. Salmon (KS), S. Swain (SS) and P. Thornburn (PT) also Cty Cllr M Overton. There was one member of the public present.
21/67: Declarations of interest: There were none.
21/68: Public time: The member of the public present advised that there is a great deal of dog fouling along Swans Lane. Her husband had cleared it all up and washed the pavement down. Clerk to ask NKDC for dog fouling signs showing fines can be made.
Cllr Overton was advised that her Newsletter had been circulated. She has been appointed Shadow Cabinet member for Highways and now has regular monthly meetings with Highways; she is trying to get two policies changed. If a bin is missed on collection day then the property owner should call NK Waste Department. There is a meeting at NKDC on 18th October where the Central Lincolnshire Local Plan will be discussed – public can attend.
21/69: Apologies – there were none.
21/70: Minutes of the meeting held on 26th August had been read and after slight amendment, were approved, and it was unanimously resolved that they be signed.
21/71: Highways –Clerk to chase regarding overgrown vegetation on the footpath outside the playing field. MO says we should still have all outstanding works done by Christmas.
21/72: West Street/Robinson Place ginnel: LCC and NKDC deny ownership of the majority of the ginnel. As the fence that is falling down along there (currently propped up) can be classed as a dangerous structure, then NK Building Control should take care of it. Clerk to email NK accordingly.
21/73: Trees – 3 larger cherry trees and 1 smaller to be purchased. Clerk to enquire at Pearsons, early November.
21/74: Phone Box: work is now complete and the defibrillator has been installed. Clerk to contact CHT regarding WebNOS and about training. Wood for the bookcase is being donated.
21/75: Bus shelter: work is more or less complete but more paint is required. Unanimously agreed that two more tins could be purchased (keeping some for “touch up” purposes).
21/76: Planning: 21/0915 – 47 High Street – conversion of outbuildings for garden room and gym – approved; 21/1043 – Land adjacent Orchard House, Stragglethorpe – Lawful Development Certificate – approved; 21/1410 – 110 High Street, BB – tree works – pending consideration; 21/1397 – Preschool – retain prefab building for further 5 years – pending consideration.
21/77: Queens Platinum Jubilee (QPJ) : Cllr Swain said 4 people attended the first meeting; information had been circulated regarding the date for the second meeting but no further volunteers had come forward. It is felt that a Party on the Green on Friday 3rd June would be the preferred option with an ice cream trailer, fancy dress, pub games etc. The next meeting will be in the new year when more details will be discussed.
21/78: Finance: Resolved to sign the bank reconciliation/income/expenditure sheets at 31.8.21 and 30.9.21. The bank balance at 30.9.21 is £25,271.85.
Payments since last meeting: Salary and expenses £1023.28; BB PFA grant £745; Litter pick £300; Defibrillator £2,466.00.
Grant applications had been received and there is a meeting on Monday to discuss them.
21/79: Cluster meeting – Chair had attended this meeting but nothing to report. Richard Fenwick from Highways will be the guest speaker at the next meeting on 30th June 2022 at Bassingham - SS and MG will attend.
21/80: Next meeting – 25th November 2021.
