Brant Broughton and Stragglethorpe Parish Council

Minutes of Parish Council meeting held at the Village Hall, Brant Broughton  on Thursday 10th September at 7.30 pm.

Present: Cllr M George (MG) (in the Chair), Cllrs K. Cain (KC), P. Dunning (PD), J. Salmon (JS), K. Salmon (KS), and S. Swain  (SS).  There were 4 members of the public present and 2 representatives of the Village Hall Committee  (VHC).  Cllr Overton arrived mid meeting.

MG welcomed all present and asked that everybody complete the Track and Trace form provided.

20/15: Declarations of interest:  Cllrs J and K Salmon in Agenda item 7 (20/0155/0156).

20/16: Public time: The two members from the VHC presented figures for their preferred option of a new air source boiler rather than an oil fired boiler.  Planning is required and they were asked to prepare the forms for NK and the PC will approve and sign them.  They should have the funds to purchase the boiler when the time comes. It was agreed unanimously to support the scheme.  

FP 13 – Cllr K Salmon will check the new route is correct “on the ground”  in agreement to the plan on the Order made in 2019.  If it is then there is no argument with Chris Marsh and he should just put the appropriate way markers/signage up.  If it is not, then the Clerk will go back to NK to get the route corrected.

20/17: Apologies –Dist Cllrs Spray and Green, and Cllr P Thornburn. 

20/18: Minutes of the meeting held on 23rd July 2020 had been read and approved (after a slight  amendment), and it was resolved that they be signed.  

20/19: Highways –there was no update to any of the outstanding matters but it appears the list that we provided has not been worked on.  It is imperative that the pavement outside Spring Cottage (121 High Street) and Broughton College on the High Street are dealt with immediately.  There are no lights on the pavement at 121 High Street where people are forced to walk in the road.  MO will chase this but Clerk also to write to Rowan Smith.

The court case for the stopping up of Green Lane, Stragglethorpe is deferred to 5th October.

20/20: FP 13 – see Public Time above.

20/21: Planning -  

 20/0155 and 0156 – Warburton house conservatory roof replacement – approved.

 20/0846 – reserved matters at land at Vineyard Cottage, Stragglethorpe – withdrawn.

 20/0885 – fell tree at 5 Church Walk – approved.

 20/0953 – fell trees at Spring Cottage – approved.

 20/0997 – fell tree at 21 Church Walk – approved.

 20/1003 – double car port at 5 High Street – pending consideration.

 20/1086 – extension at New Grange, Sleaford Road – pending consideration.

20/22: Adoption of Phone Box:  Resolved that we will use the Heritage Statement prepared by the Clerk as part of the documents required for the Listed Building Consent application.  Resolved that the Clerk should complete the application and get pre-approval advice from NK.  Consider moving the existing defibrillator from the Fire Station to the phone box.  Further consider it be used as a book swap as well.  Consideration to be given to getting the kiosk refurbished professionally at the outset – (likely cost in the region of £1000).

20/23: Litter pick – notices are up and emails sent – only one application so far.  Clerk had not received any Grant Application forms as yet – deadline 30 September.

Cllr Overton arrived – she will chase Highways over repair of footpath at  Broughton College and at 121 High Street.  Standard of pothole repairs in our area is not good.

20/24: New website -  Clerk has now set this up and asked Councillors to have a look at it before it goes live.

20/25:  Code of Conduct training:  NK are offering a virtual training session on the Code of Conduct but no Councillors wished to partake.

20/26:  Finance:  Bank balance at 31.8.20 £25,063.12. It was resolved to sign the income/expenditure/budget reconciliations for July and August.

             Payments since last meeting:

Salaries £660.56; Maps £25.19; Internal Audit £50.

              The Community Infrastructure Levy will be held for now but may be used for the

              refurbishment of the telephone kiosk.

20/27:  Next meeting – 22nd October 2020.  Will not know till nearer the time whether this will be a face to face meeting, or virtual. 

It was resolved to go into Closed Session to discuss matters of a private nature.
