December 2019 Minutes
Minutes of Parish Council meeting held on Tuesday 10th December 2019.
Present: Cllr M George (MG) (in the Chair), Cllrs P. Dunning (PD), P Orrock (PO), J. Salmon (JS), and K. Salmon (KS)) plus Dist Cllr Green. There were 3 members of the public present.
MG welcomed all present and was advised that a member of the public was making an audio recording of item 8 of the Agenda.
19/76: Declarations of interest: There were none.
19/77: Dist Cllr Green advised that she had spoken with Kat Dowd in Lincoln regarding the new resident advisement but there is no outcome as yet. She was thanked for the box of chocolates provided at the meeting. A newsletter had already been circulated.
19/78: Apologies – Cllrs Swain and Thornburn and Dist Cllr Spray.
19/79: Minutes of the meetings held on 22nd October and 4th November had been read and approved, and it was resolved unanimously that they be signed.
19/80: Highways –vegetation at Welbourn Road/High Street – no update. Blocked footpath at Spring Cottage, High Street – Highways have works in hand. It was unanimously agreed that the PC should have a meeting in the villages, with representatives from Highways (? Rowan Smith). Clerk to put out an email to the group, and notices on noticeboards asking residents to report any concerns of flooding, footpaths and roads.
19/81: SID and village entrance gates– The gates are in place and the SID will be installed and the other moved on Thursday 12th December.
19/82: Parish/Rectory field: this is the boundary between the Parish field and Church land. Measurements have been taken for a fence and pedestrian gate – quotes to follow. Confirmed that the Parish has access rights over the church car park area to the Parish field as does the house to the left of the Parish field – no other persons have access.
19/83: Assets and liabilities: the Millennium sign has yet to be put on to post – PD will chase.
19/84: Planning - 19/0886 – two new properties at 9 West Street – refused.
19/1277 – demolition of office building and erection of new dwelling on land to the north of Vineyard Cottage, Stragglethorpe – approved.
19/1442 – tree works at 2 Church Walk, BB – approved.
19/1425 - tree works at 66 High Street, BB – approved.
19/1689/1690 – Tree works at 36 High Street, BB – no objections.
19/85 : Litter pick & Grant applications – resolved to agree all grant applications as agreed by the Finance Committee. Notifications to go to applicants at end of January 2020.
19/86: Christmas tree – thanks to the villagers who donated the tree and to those who helped put it in place and decorate it.
19/87: Cluster meeting – Cllr Swain will attend the next meeting on 20th January 2020.
19/88: Finance:
[i] Bank balance at 30.11.19 £20,755.85.
[ii] Resolved to sign bank reconciliation, + income/expenditure/budget reconciliation.
[iii] Clerk had presented projected expenditure figures as at 31.3.20 prior to the
meeting. Cllr Green advised that capping may take place soon. Discussion took
place and PO commented that the grass cutting at the playing field was a concern
as some users are unhappy – he will contact the PFA Chairperson on a
personal level. It was resolved to keep the precept for 2020/2021 the same as the current year, ie £18,384.
Payments since last meeting:
Salary and expenses £610.06; PFA grant £445; Village Hall grant £1432.50; Baby & Toddler grant £127.10; NK elections £1076.32; Tree works £410.
A cheque was signed at this meeting for grass cutting at £495.
19/89: Next meeting – 23rd January 2020 at 7.30 pm.
Clerk cannot attend the meeting on 5th March and Cllr Orrock agreed to take the Minutes.
Meeting closed 9 pm.
